Construction Project Updates
posted February 20, 2008 Transportation Facility BidAt its October 11, 2007 meeting, the Board of Education hired Concept 3, Inc., to develop specifications and provide supervision for the expansion and renovation of the transportation facility at Palatine High School. Over the past three months, Concept 3 representatives have obtained planning and design input from transportation staff and administration for the project. On February 4, 2008, Board of Education Facility Committee representatives Lynn Davis and Anna Klimkowicz me with the architect from Concept 3 to review plan design and tentative timelines for construction. Following a presentation from Concept 3 and Director of Purchasing and Facilities Steven East, the Board of Education approved the design for the planned Transportation facility expansion project. posted November 19, 2007Facility Improvement Bids - Administration CenterAt its November 15 meeting, the Board of Education awarded the business for facility improvements at the G.A. McElroy Administration Center to A.J. Maggio Co., the lowest responsible bidder, in the amount of $2,745,000. Bids were distributed to nine contractors and seven were returned. This project includes the creation of a ground-level entry, the addition of conference rooms, relocation of a conference room and two office spaces, and additional space for the Board meeting room along with video equipment to televise board room events. An elevator will be added to make the building handicapped accessible, along with necessary internal accommodations throughout the facility. The scope of the project includes excavation, concrete, carpentry, masonry, utility, and mechanical work, as well as room finishes and cabinetry. __________________________________________________________________________________posted October 12, 2007Transportation Facility – Employment of ArchitectAt its October 11 meeting, the Board of Education approved the hiring of Concept 3, Inc., to develop specifications and provide supervision for the expansion and renovation of the transportation facility at Palatine High School, per the Board’s authorization at its September 20, 2007 meeting. The fee for Concept 3, Inc., will be at 7.5% of total construction costs, not to exceed $244,000. The project involves expansion of Palatine High School’s original 1977 bus service garage and relocation of services from the Fremd High School transportation facility. The Palatine High School bus garage is located behind the school and currently accommodates three bus service bays and a mobile office building for mechanics and drivers. There is considerable growth potential to accommodate expansion for additional service bays, staff offices, meeting areas, and bus parking with a canopy system. Given the limited space at Fremd High School and the need for additional outdoor practice areas, the demolition of the bus facility and relocation of its services to Palatine High School is feasible and could be paid for with impending restricted capital improvement funds in the Operations/Maintenance Fund. __________________________________________________________________________________
posted September 21, 2007School Facility Design Phase & Release of Bid DocumentsAt it’s April 12, 2007 meeting, the Board of Education approved bids for Phase II of planned additions and renovations at Conant, Hoffman Estates, and Schaumburg High Schools. These projects are on schedule for completion for the start of the 2008-2009 school year. With Phase II projects in progress, the Board of Education approved the release of bidding documents for the final phase of project planning at the Administration Center when it met on September 20, 2007. These plans provide for creation of a new entry at ground-level, the addition of conference rooms, relocation of a conference room and two office spaces, and proposed additional support space for the Board meeting room; and addition of an elevator to make the building handicapped accessible along with the necessary internal modifications to accommodate handicapped persons throughout the facility. Also at the September 20 meeting, the Board reactivated the Artificial Surface Committee, with additional members, and authorized the Superintendent to seek proposals for related architectural and/or engineering services. Depending upon the committee’s progress, it may be possible to accomplish work at two schools in the summer of 2008, and the remaining three schools completed in the summer of 2009. A recommendation is planned for the October 11, 2007 Board meeting. In August 2002, a committee consisting of community members, Board of Education members, and district office and school administrators was formed to research costs and benefits associated with installation of artificial stadium surfaces at each District 211 school. At that time, the committee determined that artificial playing surfaces would afford greater use of existing facilities to include, but not limited to, physical education classes, marching band, football, soccer, and lacrosse practices and contests. Based upon initial cost estimates, project scope and timing, the Board elected to defer stadium surface projects for future consideration. Over the past several years, the District has recognized additional funds from the Ela Road property sale and asbestos legal settlements. These funds have been set aside for restricted capital improvements, and because adequate funding for these projects is in place, the time to reassess artificial surfaces is appropriate. At the September 20 meeting, the Board also directed the Superintendent to conduct a review of the District’s transportation facilities and Palatine and Fremd High Schools with consideration to expand the Palatine High School facility and eliminate the Fremd High School garage. As part of a Board Facility Committee meeting on July 25, 2007, a tour of the District’s two transportation garages emphasized evident facility needs at both sites. At the Fremd High School garage, a number of existing problems, including deteriorating structural walls and limited storage, cause consideration of facility upgrades or relocation of services and expansion of the Palatine High School bus facility. A recommendation will take into account the limited space demands at Fremd High School and the need for additional practice areas, as well as the considerable growth potential to accommodate an expansion of the Palatine High School bus garage.

posted April 13, 2007 Phase II School Facility Improvement BidsSealed bids for Phase II construction projects at Conant, Schaumburg, and Hoffman Estates High Schools were opened and evaluated. These bids included construction of a new science area and related remodeling at Conant High School; an academic addition and related remodeling at Schaumburg High School; and the relocation of the office area and library, and related remodeling at Hoffman Estates High School. The scope of these projects includes excavation, concrete, carpentry, masonry, utility, and mechanical work, as well as room finishes and cabinetry. Funds totaling $37.1 million will be appropriated in the Operations and Maintenance Fund budget. Bids were distributed to 18 contractors at the pre-bid meeting and eight were returned. At its April 12, 2007 meeting, the Board of Education awarded the business for these additions to the lowest responsible bidders: Nicholas & Associates for the work at Conant High School in the amount of $12,254,333; A.J. Maggio Co. for the work at Schaumburg High School in the amount of $10,464,000; and Nicholas & Associates for the work at Hoffman Estates High School in the amount of $13,948,333. __________________________________________________________________________________ posted February 23, 2007 School Facility Design Phase and Release of Bid Documents - Phase 2Following a presentation by District 211 Director of Purchasing and Facilities Steven East and ARCON Associates’s Richard Cozzi at its meeting on February 22, the Board of Education approved the design for Phase II construction projects and the release of related bid documents. The following provides an overview of the scope of the projects by facility and highlights the work proposed as part of Phase II: Conant High School
__________________________________________________________________________________ posted January 22, 2007 At its January 18 meeting, the Board of Education approved the purchase of modular classrooms from Camelot School LLC for the amount of $60,000, and approved the relocation and installation of the modular classrooms at a cost not to exceed $19,200. Modular classrooms will be used as temporary spaces for Conant High School students during Phase II of the construction project. Students currently occupying the Special Education area and adjoining classrooms will be relocated to other areas of the schools, and six temporary classrooms are needed for mathematics classes that will be temporarily displaced. The modular classrooms will be located in area north of the school, while concrete pads for placement and securing the modular units were included in the Phase I construction bid. The modular classrooms will be similar to other classrooms in the school, will be handicapped-accessible, will include heat, air-conditioning, wired and wireless data, telephone, video, fire, and security alarms. Covered walkway will be constructed and attached to the school, with all work to be done by the District’s Central Maintenance Department. Proposals for modular classrooms were requested from 11 vendors, and four proposals were submitted and evaluated, ranging in cost from $240,000 to $443,520, all for new classrooms. Camelot School in Palatine, which has moved to the Maryville property, proposed a purchase price of $60,000 for six modular classrooms, suitable for the District’s use. __________________________________________________________________________________ posted December 8, 2006 Sealed bids for an addition at Hoffman Estates High School were opened and evaluated. This bid included expansion of the north gymnasiums at Hoffman Estates High School, along with the addition of a locker room, public restrooms, and a team room at the school. The scope of this project includes excavation, concrete, carpentry, masonry, utility, and mechanical work as well as room finishes and cabinetry. Funds totaling $8.5 million are allocated in the 2006-2007 Operations and Maintenance Fund budget. Bids were distributed to 18 contractors, and five were returned. At its December 7 meeting, the Board of Education awarded the contract for the Hoffman Estates High School addition to the lowest responsible bidder: Happ Builders, in the amount of $5,388,000. Work on the project is expected to begin at the conclusion of the basketball season in late winter/early spring. __________________________________________________________________________________ posted October 13, 2006 Sealed bids for additions at Fremd, Conant, Schaumburg, and Hoffman Estates High Schools were opened and evaluated. Phase 1 bids included construction of a new band room and remodeling of the existing music area at Fremd High School, a music addition at Conant High School, an auditorium storage area at Schaumburg High School, and the expansion of the north gymnasiums at Hoffman Estates High School, along with the addition of a locker room, public restrooms, and a team room at the school. The scope of projects includes excavation, concrete, carpentry, masonry, utility, and mechanical work as well as room finishes and cabinetry. Funds totaling $8.5 million are allocated in the 2006-2007 Operations and Maintenance Fund budget. Bids were distributed to 18 contractors, and six were returned. At the October 12, 2006 meeting, the Board awarded the business for additions at Fremd, Conant, and Schaumburg High Schools to the lowest responsible bidder: A.J. Maggio Co. in the amount of $5,824,000. Review of bids for the work at Hoffman Estates High School identified some construction details that could be modified to simplify construction. Since these modifications will alter the scope of the project, the Board rejected the bids submitted. Specifications for the project will be revised and re-bid. Re-bidding this work will not adversely effect the completion of the project. __________________________________________________________________________________ School Facility Design & Release of Bid Documents - Phase 1posted: September 22, 2006 At the April 13, 2006 meeting, the Board of Education accepted a facility utilization study and authorized ARCON Associates, Inc., to proceed with the next phase of the construction projects, which includes preparation of bidding documents. The facility study verified high utilization of present facilities and identified the need for additional classrooms and handicapped accessibility at Conant, Schaumburg, and Hoffman Estates High Schools, and the Administration Center. The need for an additional band room at Fremd High School also was identified. As communicated in the preliminary planning of projects, bidding documents would be presented in at least two phases. Project planning identified certain aspects of the projects that necessitated completion in order to conclude other phases, while other aspects of the plan were independent of the other projects and could be competed early to permit full attention to the supervision of the remaining projects. Following a presentation by Director of Purchasing and Facilities Steven East and ARCON’s Richard Cozzi of an overview for the proposed additions and construction projects identified for Phase 1, the Board approved the design for Phase 1 and authorized the release of related bid documents.
